AC med rådighed
How to configure mTime for Danish state academics employed with a rådighedstillæg (Akademikeroverenskomst, ansatte med rådighedstillæg).

What the agreement says
- Full-time is an average of 37 hours/week (§ 13). The line between ordinary and 1½-rate merarbejde is the full-time average over the quarter, not any single week.
- The rådighedstillæg pre-pays the first 20 hours/quarter of ordered (pålagt) merarbejde (bilag A pkt. 9; 35 hours/quarter on the old pay system). Compensation is only owed when merarbejde “udgør væsentligt mere end 20 timer i kvartalet.”
- Merarbejde beyond the threshold is granted as afspadsering of the same duration + 50 % (§ 14 stk. 5) — i.e. 1 hour of merarbejde → 1½ hours of comp time. It is normally taken as leave before the end of the following quarter; otherwise it is paid out (1/1924 of the annual salary + 50 %, § 14 stk. 6) or converted to opsparingsdage (§ 15, capped at no less than 74 hours, proportionally for part-time).
- Part-time means a proportional reduction of the obligation (bilag A pkt. 9).
What you set up
Configure this once per workspace under Settings; it then applies to every AC-med-rådighed employee through their employment terms. The values below are for a full-timer on the new pay system (37 h/week, 20 h/quarter). See Variants for part-time and the old pay system.
1. A reason for ordered merarbejde
Create a reason called “Pålagt merarbejde” and turn on Exclude from work time. Ordered extra work is accounted as merarbejde, not as ordinary worked hours, so it is removed from the worked base (and so does not inflate flex) while still earning its merarbejde allowance.
2. Activities
Create two activities: an allowance activity Pålagt merarbejde (carries the measured merarbejde) and a time-off activity Afspadsering (booked when comp time is taken).
3. Time accounts
Create three time accounts, all in Hours:

4. An allowance policy that measures merarbejde
Create an allowance policy Pålagt merarbejde: trigger reason = the Pålagt merarbejde reason, one rule with the minutes calculator, and the Pålagt merarbejde activity. This records each quarter’s ordered merarbejde.
5. A settlement policy on the Rådighed account
Create a settlement policy on the Rådighed account:
- Input: alias
mer→ the Pålagt merarbejde activity. - Steps, in order:
- Credit — expression
mer(adds each month’s merarbejde to the account). - Threshold transfer —
threshold= 20 h, full-time weekly norm = 37 h, period = 3 months, year start = January, target account = Afspadsering, prorate by norm = on, prorate by absence = on, rate below full-time = 1.0, rate above full-time = 1.5.

6. A settlement policy on the Afspadsering account
Add a settlement policy on Afspadsering with these steps, in order:
- Requested payout — pays out the amount the employee asked to cash in.
- Transfer — period 3 months, year start January, target account Opsparingsdage, maximum = the hours to save as opsparingsdage each quarter. Moves up to that cap into Opsparingsdage (§ 15) before the deadline payout cashes out the rest.
- Deadline payout — period 3 months, year start January. Pays out whatever comp time is still unused by its deadline.
To enforce the § 15 ceiling, add a periodic cap of 74 h on the Opsparingsdage account.
7. A time-off policy for taking afspadsering
Create a time-off policy Afspadsering bound to the Afspadsering account and the Afspadsering activity, so employees can book comp time as leave.
Note. Opsparingsdage conversion is a fixed quarterly cap on the Transfer step, not a per-timesheet choice — set the maximum to the amount the employee should save each quarter.
8. Employment terms
Create employment terms AC med rådighed:
- Norm: 37 hours/week, Danish holiday calendar.
- Link the allowance policy (step 4), both settlement policies (5 and 6), the time-off policy (7) and the Pålagt merarbejde reason (1).
- Optionally set a flex account to also track ordinary flekstid. Because the Pålagt reason is excluded from work time, flex and merarbejde never count the same hours twice.
Assign these terms to the relevant employees.
What the employee sees
Each quarter the Rådighed balance starts at −20 h — the obligation the tillæg pre-pays — and climbs as pålagt merarbejde is registered. At the end of the quarter any positive surplus transfers to Afspadsering at 1½× (for a full-timer), and the Rådighed counter resets. Afspadsering can be taken as leave; anything left at the end of the following quarter is paid out, unless it was transferred to opsparingsdage first.
Variants
- Old pay system (gammelt lønsystem): set the threshold to 35 h/quarter.
- Part-time: keep prorate by norm on — the 20 h threshold and the 1×/1½× split follow the employee’s own norm automatically (a part-timer’s hours up to full-time count at 1×, only hours above full-time at 1½×).
